Roblox's Safety Failures
Lawsuits against Roblox allege that the platform's design and moderation systems contained fundamental failures that enabled predators to access and exploit children. Lack of Age Verification
Until recently, Roblox did not verify players' ages.[1] Users could create accounts simply by self-reporting their birthdate, with no requirement to provide identification or proof of age. This meant that adults could easily pose as children, and children could misrepresent themselves as older to access content intended for adults.[1]
According to the Texas Attorney General's lawsuit filed in November 2024, when a child created a Roblox account, the default setting was for parental protections to be turned off. As a result, if a child made their own account and simply listed their age as 13 or older, then any "experience" was available to that child.[2] No verification was required to confirm the user was actually the age they claimed to be.
This absence of age verification meant predators could create accounts claiming to be children and gain immediate access to a platform where approximately one-third of users are under 13.[3] The platform has more than 150 million users globally, with 50 million children under 13 years old visiting daily.[3]
Only in November 2024, following multiple lawsuits and intense public scrutiny, did Roblox announce that it would require age verification to use chat features. The new system, which will be rolled out globally in early 2025, uses either government-issued photo IDs or AI-powered facial age estimation technology.[1][3] Users will be placed into age groups and will only be allowed to chat with others in similar age ranges unless they add "trusted connections."[4]
Parental Control Limitations
While Roblox has offered parental controls, lawsuits allege these controls were inadequate and easily circumvented. According to the Texas Attorney General's lawsuit, the company deceived parents about the effectiveness of its safety measures.[5]
Parents can add their email address to a child's account and create a PIN to prevent children from changing settings. However, children of any age can create an account on Roblox with no parental restrictions.[6] If a child creates their own account without parental involvement, the default settings provide minimal protections.
Even when parents did enable parental controls, the Texas lawsuit alleges that the platform contained "hidden pathways to inappropriate chat rooms, sexual content, and adult-themed games."[7] One father interviewed by CBS News reported that despite setting up "every parental control I could find," an alleged sex offender posing as a 16-year-old still befriended his 13-year-old son in a game and coerced him into sending explicit photos via Discord.[8]
The lawsuit alleges that Roblox's parental controls gave parents a false sense of security while failing to actually protect children from predatory contact.[5] Texas Attorney General Ken Paxton stated the company "flagrantly ignored state and federal online safety laws while deceiving parents about the dangers of its platform."[5]
Chat and Communication Vulnerabilities
The platform's chat features allegedly enabled predators to contact children directly. According to the Texas lawsuit, users could send direct messages and invite children to private servers or other "experiences" on the platform. After entering an experience, users could chat with other users in the experience, whether or not they were friends.[2]
The Louisiana Attorney General lawsuit pointed out that it was possible to initiate voice chats within Roblox experiences, even between users who weren't friends, until November 2024.[9] In one instance, a man arrested for possession of child sexual abuse materials was discovered to have used voice altering software to pretend to be a young girl in order to exploit children on the platform.[9]
The ability for strangers to communicate with children without parental knowledge or consent is alleged in multiple lawsuits as a fundamental design flaw that enabled exploitation. Users could bypass restrictions and establish contact with minors through various platform features designed to promote social interaction and engagement.
Content Moderation Failures
In October 2024, Hindenburg Research published an investigative report describing Roblox as "an X-rated pedophile hellscape, exposing children to grooming, pornography, violent content and extremely abusive speech."[10] The report documented systematic failures in content moderation that allowed dangerous material and users to proliferate on the platform.
Inappropriate Content Discovery
The Hindenburg report found that technical consultants monitoring the platform discovered 38 groups where users allegedly traded child pornography and solicited sexual favors.[11] Multiple accounts registered to variations on the name "Jeffrey Epstein" had usernames referencing illegal activities. When researchers created accounts listing their age as "under 13," they were still able to access games and experiences tied to convicted sex traffickers.[11]
The report described finding "widely accessible sex games, violent content and extremely abusive speech—all of which is open to young children."[10] These discoveries occurred despite Roblox's claims of "rigorous, industry-leading policies" and advanced filtering systems.[12]
Outsourced Moderation with Limited Training
The website's safety monitoring is allegedly outsourced to employees in Asia who are paid $12 per day and are limited in what they can do to permanently ban offending users, according to the Hindenburg report.[11] A 2020 incident confirmed that Roblox moderation was outsourced to a company called iEnergizer, which specializes in outsourcing and game moderation.[13]
Glassdoor reviews from individuals identifying as Roblox moderators describe "low pay, no real benefits, robotic repetitive work, no employee support."[14] One reviewer stated they were "contracted through a temp agency, so we're not real employees" and had to "work with people who don't always understand our culture well enough to do our job, because Roblox decided to outsource to India."[14]
The outsourcing of moderation to contractors in different cultural contexts, with limited training and compensation, allegedly created gaps in understanding nuanced safety threats and enforcing policies consistently across the platform's vast scale.
Inadequate Staffing for Platform Scale
With over 150 million daily active users and millions of user-generated games, the scale of content requiring moderation is staggering.[3] While Roblox states it has "thousands of human experts" working alongside AI systems,[15] critics argue this staffing level is insufficient for the volume of content and interactions occurring on the platform.
The Hindenburg report noted that in its push toward profitability, Roblox reported a 2% year-over-year decline in its trust and safety expenses for the second quarter of 2024.[10] The report quoted a former senior product designer stating: "If you're limiting users' engagement, it's hurting your metrics…in a lot of cases, the leadership doesn't want that."[10]
Slow Response Times to Reports
Multiple sources describe the report feature as "unreliable" with responses that "very rarely follow up or respond and ban that user."[16] While Roblox states that reported content will be "reviewed and, if necessary, actioned within a short timeframe,"[17] practical experiences suggest significant delays in addressing serious safety concerns.
Roblox's Chief Safety Officer stated the company has caught and self-reported 23,000 incidents of potentially harmful content to the National Center for Missing and Exploited Children in 2024.[8] However, this number represents only material the company's systems detected and chose to report, not the total amount of harmful content present on the platform.
Platform Design Prioritizing Growth Over Safety
Multiple analyses suggest Roblox adopted what critics call the "Silicon Valley approach of 'growth at all costs,'" potentially compromising child safety to report growth metrics to investors.[11]
Social Features Enabling Predator Access
The Hindenburg report noted that "Roblox's social media features allow pedophiles to efficiently target hundreds of children, with no up-front screening to prevent them from joining the platform."[10] The platform was designed to maximize social interaction and engagement—features that also made it attractive to predators seeking access to children.
Kentucky Attorney General Russell Coleman stated in October 2024: "For years, Roblox has ignored this crisis so it could continue turning a profit."[8] The Louisiana Attorney General similarly described the platform as containing user-created experiences with troubling themes, including games named after convicted sex offenders, despite the majority of users being under 16.[9]
In-Game Currency as Exploitation Tool
The platform's virtual currency, Robux, is alleged to have facilitated exploitation. The Texas lawsuit notes that Robux "obscures real-world costs, encourages compulsive purchase, and provides leverage for predators."[2] Predators offered Robux gift cards to children in exchange for explicit images, as alleged in multiple individual lawsuits.[8]
The economic model of Roblox—taking a percentage of every transaction, every experience, and every avatar upgrade—allegedly incentivized keeping children on the platform longer, even at the expense of safety.[2] The Texas lawsuit states that Roblox "monetizes and promotes the very interactions that put children at risk: it has encouraged more adults to join its platform while taking a cut of every transaction."[2]
User-Generated Content Without Adequate Pre-Screening
The Texas lawsuit alleges that experiences in the "All Ages" category included "a litany of instances of players mimicking sexual acts and avatar items rife with sexual content and innuendos."[2] Most experiences were designated as "Suitable to All Ages" without adequate review to ensure they actually met that standard.[2]
While Roblox states that content such as images, meshes, audio files, and video files go through "a multi-step review process before appearing on the platform,"[17] the sheer volume of user-generated content appears to overwhelm the review systems. Real-time monitoring of user interactions within games presents even greater challenges.
Discovery and Migration Patterns
Lawsuits document a consistent pattern where predators first contact children through Roblox, then move communication to other platforms like Discord where moderation is even less effective. The Texas lawsuit notes that Roblox "serves as the critical facilitator that enables these predators to first identify, target, groom, and gain the trust of young victims" before criminal acts occur on other apps.[2]
This migration pattern suggests that while the initial contact may happen elsewhere, Roblox's role in providing predators initial access to children is fundamental to subsequent exploitation. The platform essentially serves as a discovery mechanism where predators can identify and begin grooming potential victims before moving to less monitored communication channels.
Delayed Implementation of Safety Measures
Critics note that many of Roblox's current safety measures were implemented only after lawsuits, investigations, and negative publicity. The Texas lawsuit alleges that "Roblox's push for parental controls came only after bad press and lawsuits," including the October 2024 Hindenburg report.[18]

However, the National Center on Sexual Exploitation had already listed Roblox on its 2024 "Dirty Dozen" list, describing the platform as "a tool for sexual predators, a threat for children's safety."[19] Critics argue these safety measures should have been implemented years earlier, before thousands of children were allegedly exposed to exploitation.
Company Responses and Denials
Roblox has consistently denied the allegations and defended its safety practices. The company issued statements calling lawsuits "based on misrepresentations and sensationalized claims."[12] A spokesperson told ABC News: "We are deeply troubled by any allegations about harms to children online and are committed to setting the industry standard for safety."[12]
Roblox emphasizes it has implemented "over 145 safety measures on the platform" in 2024 alone.[20] The company states it works closely with law enforcement, including the FBI and National Center for Missing and Exploited Children, for immediate escalation of serious identified threats.[21]
CEO Dave Baszucki stated in interviews that the new age verification measures represent "what we believe will become the gold standard for safety and civility on the internet."[22] However, he also said earlier in 2024 that if parents were worried about their children's safety on Roblox, they shouldn't let them access it.[9]
Regulatory and Legal Scrutiny
Beyond individual family lawsuits, Roblox faces legal action from multiple state attorneys general. Texas, Kentucky, and Louisiana have all filed lawsuits alleging the platform fails to adequately protect children from predators.[5][8][9] Florida issued a criminal subpoena seeking information about age verification and chat moderation policies, with the Florida Attorney General calling Roblox "a breeding ground for predators."[3][9]
The platform's stock fell 9% after publication of the Hindenburg report.[11] Reports indicate the company faces undisclosed investigations by the SEC and FTC.[23] More than 35 lawsuits are pending as of November 2024.[24]
Child safety advocacy group 5Rights has called for urgent regulatory action, stating that "Roblox is a consumer-facing product and in order to trade, it has to be safe for children and it has to have by-design mechanisms that mean it does not enable predators to convene or search for children."[25]
